Central authorisations management information system Pääsuke

With Pääsuke, the central authorisations management system, representatives of companies and organisations can manage access rights from a single central location. The information system enables the management of authorisations that grant access to various public authorities and customer service environments.

Introduction

Representatives of companies and institutions will be able to use Pääsuke to obtain a central overview of the authorisations they hold or have been granted throughout the Estonian state information system. Authorisations can be viewed and added, and authorisations that have already been granted can be changed or revoked.

Pääsuke helps companies and institutions save time and money by eliminating the need to set up their own authorisation management information system. This will save on both the development and management costs of a system.

The data controller of Pääsuke is the Information System Authority, which is developing the service together with AS Helmes and Askend Estonia OÜ. Pääsuke is owned by the Ministry of Economic Affairs and Communications.

Technical structure of Pääsuke

Pääsuke can be divided into two components:

  • user interface for viewing and changing authorisations on the state portal eesti.ee,
  • an X-tee interface for requesting authorisations, the so-called oracle service.

Through the user interface, it is possible to manage authorisations in Pääsuke as well as in systems connected to Pääsuke.

You can request valid authorisations available in Pääsuke via the oracle service. This will enable interfacing systems to eliminate the need for developing their own authorisation systems.

Subscribing

In order to join the service environments of Pääsuke, you must fill in the  corresponding application and send the application, signed by the representative, to [email protected]. The application must be signed by a person with the right to represent the organisation.

If the application is signed by an authorised representative, please also attach the power of attorney to the application. Please take the time to fill in the documents carefully; if you have any questions whilst doing so, please send them to [email protected].

Successful integration with the test environment is a prerequisite for integration with production service.

Why was Pääsuke created?

The problem to solve:

There were no solutions to manage company representation rights (authorisations, roles, and access rights) from one central environment across authorities and customer service environments.

Result:

Create a solution to manage company representation rights (authorisations, roles, and access rights) from one central environment across authorities and customer service environments.

On the order of the Ministry of Economic Affairs and Communications, in 2020, a vision of the single online contact point of entrepreneurs was completed with a development and operational plan, an analysis of the development of the event services, and a contact point prototype.

The following main concerns were reported:

  • information on the services and supports provided and obligations set by the public sector is fragmented, often difficult to find, and sometimes outdated;
  • it takes a lot of time to identify who to turn to in order to solve the problem as quickly as possible;
  • the burden of data provided to authorities is high; and
  • there is no unified and comprehensive overview of the public services offered in the state.

The functionality of the contact point includes a solution whereby the entrepreneur can manage authorisations, roles, and access rights centrally in one place.
