Digital signature services

The Digital Signature Gateway Service allows you to create signed envelopes. Digital Signature Validation Service SiVa allows you to validate documents digitally signed in legacy or lesser known formats.

Digital signing

  • According to Estonia’s and EU’s (eIDAS) legislation, Estonia’s digital signature carries equal weight with a handwritten signature.
  • Digital signature is a universal technology that all organisations in Estonia should be able to use, accept, and forward.

Digital Signature Gateway service (SiGa)

The Digital Signature Gateway Service provides a service for creating signed envelopes. Actions are performed based on document hashes sent by the user via the JSON-REST interface.

RIA provides the service to all authorities in the government sector as listed on the Ministry of Finance webpage in the spreadsheet ‘Avaliku sektori asutused asutuse liikide lõikes’ (Public sector institutions by institution type) (excluding the "Other Public Sector" category).

The software used in the service is open source and everyone can host it themselves.

Joining Signature Gateway

The terms and conditions and document forms of the Digital Signature Gateway Service are valid from 13 July 2026.

To integrate your service with Signature Gateway Service (demo and production), fill in the application and send it (digitally signed) to RIA’s customer support [email protected].

Successful integration with SiGa demo service is a prerequisite for integration with production service.

Validation Service SiVa

Validation Service SiVa allows you to validate documents digitally signed in legacy or lesser known formats. The service aims to simplify the validation of signatures.

Instead of developing signature validation based on libraries, you can interface your system with SiVa. Thus, SiVa is an alternative to DigiDoc4j.

SiVa connects through X-tee or the JSON interface.

You can validate:

  • ETSI standard based ASiCE and ASiCS signatures
  • Estonian DDOC signatures
  • Estonian BDOC signatures
  • Estonian ASiCS signatures with time stamp tokens
  • ETSI standard based XAdES, CAdES, and PAdES (signed PDF files) signatures
  • Estonian X-tee security server ASiCE signatures

Timestamping service mediation service

The timestamping service mediation service uses the service provided by the timestamping service provider who won the public procurement organised by the Estonian Information and Communication Technology Centre (Estonian IT Centre, RIT).

The mediation service provides authorities who perform public functions and have joined the mediation service the possibility of not having to make changes to their information systems in the event that the contractual partner of the jointly procured timestamping service changes. In addition, subscribers do not have to worry about having a valid timestamping service agreement. Through the mediation service, RIA ensures the availability of a continuous timestamping service. RIA provides the service for all authorities in the government sector as listed on the Ministry of Finance webpage in the spreadsheet ‘Avaliku sektori asutused asutuse liikide lõikes’ (Public sector institutions by institution type).

Subscribing to the service

The terms and conditions and document forms of the timestamping service mediation service are valid from 15 November 2020.

In order to subscribe to the timestamping service mediation service, you must fill in the corresponding application and send it to [email protected]. The application must be signed by a representative.
