RIA is spearheading Estonian participation in the world’s largest cyber exercise

This week, the Incident Response Department (CERT-EE) of the Information System Authority (RIA) is organising Estonian participation in the world’s largest international cyber defence exercise, Locked Shields 2017.

According to Klaid Mägi, Head of CERT-EE and team leader at the exercise, the exercise in question is reputable and acknowledged by cyber defence experts. It enables experts from various countries to test their knowledge and skills in a life-like situation. Locked Shields 2017 will bring together hundreds of cyber experts from 25 countries. Estonia is participating in the exercise for the fifth time.

“The high availability of digital services means that we need to be prepared for complex and extensive cyber attacks. Locked Shields provides a great opportunity for testing and practising our preparedness and skills in a life-like situation,” said Mägi.

“As cyber defence is an important part of today’s economy, assessing cyber attacks is not a prerogative of the State. Estonia is a good example in this area of daily cooperation between the state, the private sector, as well as universities and volunteer organisations,” added Mägi.

In addition to the employees of the Cyber Security Branch of RIA, experts from Elektrilevi, the Ministry of Defence, the Estonian Defence Forces, Linx Telecom, SEB Bank, Starman, Telia, and Zone Media will also be taking part in the exercise. According to Mägi, this team can be characterised by their high level of specialisation and their extensive knowledge of complex network and management systems.

The Locked Shields organised by the NATO Cooperative Cyber Defence Centre is the largest exercise of the kind in the world. It focuses on real-time defence against cyber attacks endangering networks and management systems. Around 800 participants from 25 countries will be taking part in the exercise. Traditionally, the exercise has mainly focused on technical issues, but this year, tasks are also solved on the strategic level.
