Activities of RIA

RIA:

  • Organises the protection of the critical information infrastructure, among other things by preparing risk analyses and developing the security measures needed for the protection of the critical information infrastructure.
  • Coordinates the implementation of the information security standards (incl. the three-level baseline security system) in state and local government institutions and by private persons performing public duties, and develops information security guidelines in order to implement these standards.
  • Handles the security incidents reported and occurring in Estonian computer networks, gives warnings so that security incidents could be prevented, raises the security-related awareness of users, and prepares reports about the spread of malware and the incidents that have taken place in Estonian computer networks.
  • Develops the strategies and policies connected with cyber security.
  • Executes supervision over the information systems used to provide vital services and the constant implementation of the security measures of the information assets related to them.
  • Organises the development and administration of the administration system for the state’s information system, and coordinates the implementation of other systems ensuring the functioning of the state’s information system.
  • Executes supervision over the fulfilment of the requirements established to ensure the functioning of the state’s information system.
  • Organises the development and administration of the data exchange layer X-Road.
  • Organises the development and administration of the central components of the state’s information system, incl. eesti.ee and the document exchange centre.
  • Organises the development and administration of the implementation and database servers that ensure the functioning of the state’s information system.
  • Organises the development and administration of the data communication between state institutions.
  • Organises calls for proposals, conducts proceedings on applications for structural assistance, monitors the use of the assistance and executes state supervision over the final recipient of the assistance, solves issues related to the payment of assistance and performs other duties within the scope of the implementing entity’s authorities.
  • Coordinates trainings for the users and developers of the information systems belonging into the state’s information system and the components ensuring their functioning.
  • Organises studies inspecting the use of the state’s information system and the methods used to ensure that the requirements set for the state’s information system are met, organises conferences, seminars, meetings and symposiums, as well as in-service training for officials and employees.
  • Ensures the backup capacity required for the functioning of the state’s information system.
  • Organises the planning, development and administration of the general information-technological areas necessary for the state.
  • May organise the development and administration of the implementation and database servers of the information systems belonging into the state’s information system during an incubation period.
  • May organise the development and administration of the public IT services provided by the state.
  • Participates in the development of strategies, development plans, specific research programmes and budgets related to the development of the state’s information system.
  • Participates in the development of legislation concerning its area of activity and makes suggestions on how to amend and supplement them.
  • Represents the state in international communication in its area of activity pursuant to procedure prescribed by law.
  • Gives advice to other state institutions on solving problems related to the components ensuring the functioning of the state’s information system.
