Government Portal


The portal offers public information about state agencies func­tions and services for citizens and entrepreneurs. The aim of the portal is to concentrate government provided information and services.

The portal offers the users a single point of access to as many public services and information as possible. This public information can be found in the portal on the basis of state agencies and institutions, different sub­jects or real life situations of the citizen.

Through authentication by the national ID Card or via elect­ronic banking, this environment offers all users the possibili­ty to fill in and submit electronic forms, access to their per­sonal data on X-road, services related to digital signing etc. Every holder of the national ID card has been assigned an official e-mail address Forename.Surname@eesti.ee, which is the main channel for passing electronic information from government institutions to the citizen. Entrepreneurs using the portal are additionally authorized on the basis of data in the State Commercial Register, which enables them to access additional X-road services, tar­geted to entrepreneurs.

History

In 2005, the presentation layer of the state information system consists of three central components:
“eRiik” (eGovernment, www.riik.ee), completed in 1998
“Information Portal” www.eesti.ee, completed in 2003 in the framework of the Citizen’s IT environment (CIT) project, available in Estonian, in English and in Russian.
“Citizen’s Portal” https://www.eesti.ee, completed in 2003 in the framework of the CIT project, available in Estonian

The first interim milestone in the process was the financing application for the portal that was given high scores by a committee evaluating national applications for financing from the EU structural funds. According to the project, the State Portal will consolidated all the above-mentioned central portals and unified access of target groups to information, services and eServices provided by the state.
